Qualifications
I. Foreign students eligible to apply to Kaohsiung Medical University (KMU) refer to those who do not have overseas Chinese status or ROC nationality.
II. Applicants who have dual nationality combining ROC nationality and foreign nationality are not eligible to apply for admission pursuant to the regulations for a period of eight years after the date on which their ROC nationality is revoked by approval of the Ministry of the Interior.
III. Foreign students who have already completed the application process for a degree program, or who have been expelled from any ROC university, are not eligible to re-apply for admission. Breaking either of the above rules will result in immediate cancellation of the applicant’s admission or deprivation of the applicant’s recognized status as a student of KMU.
IV. Required academic performance:
A. Qualification for studying at Faculty of Medicine for Post-Baccalaureate
a. Bachelor degree or higher from a foreign institution, verified by the ROC Representative Office.
b. GPA is required to be “B” or higher.
c. At least four credits respectively for General Biology (including laboratory) and Organic Chemistry (including laboratory).
B. Qualification for studying at Faculty of Dentistry
a. A foreign high school diploma verified by the ROC Representative Office.
b. GPA is required to be “B” or higher.
Required Documents
I. A completed application form.
II. A photocopy of the highest education diploma verified by the ROC Representative Office in the country of their original school (Verified copies both in English and Chinese are required). The last year students must submit their diploma when they matriculate at KMU; otherwise, their admission will be cancelled.
III. An official transcript of academic records in English or Chinese with verification by the ROC Representative Office in the country of their original school.
IV. Two letters of recommendation.
V. Health certificate including HIV test report.
VI. A typed study plan in Chinese or English.
VII. Financial statement (proof of sufficient funds for studying in Taiwan).
VIII. Foreign student admission is only for applicants who do not have the overseas Chinese status and ROC nationality. Any applicants considered “Overseas Chinese” must expatriate ROC nationality and attach certificate of Nationality Renouncement of Republic of China.
IX. Applicant’s birth certificate and any document that shows the relationship between the applicant and his/her parents. Documents that certify the applicant’s nationality are also compulsive.
X. The non-refundable application fee of US$150 must be made payable to KMU.
** All required documents should be included with application materials. Any delayed documents or incomplete applications, except for the last year student’s diploma, will not be processed. Any affidavit won’t be accepted.
Screening and Selection Process
I. Faculty of Medicine for Post-Baccalaureate:
All the application documents submitted to the Office of Academic Affairs will be referred to each faculty. Each faculty or graduate program will organize an admission committee to process the initial screening and selection. The notification will be sent to each applicant who has passed the initial screening to take a written exam and an interview. The committee will process the final admission, and the notification will then be sent to each successful applicant.
II. Faculty of Dentistry:
The admission committee will review the application materials to process an initial screening based on these three subjects: English, Chemistry, and Biology to evaluate the qualifications of each applicant. If necessary, interviews and written exams (including manual dexterity tests) will be incorporated. The committee will process the final admission, and the notification will then be sent to each successful applicant.
Application Timeline
All the required documents must be submitted to the Division of General Affairs of Academic Affairs Office from March 20 to April 20 of each year.

Kaohsiung Medical University Regulations Governing Foreign Student Admission
Article 1
These Regulations are promulgated in accordance with article 5 of the MOE Regulations Governing Study by Foreign Students in the Republic of China.
Article 2
The term “foreign students” as used in these Regulations refer to the students of foreign nationality, neither overseas Chinese nor ROC nationals, who apply to study in KMU in accordance with these Regulations. Those who have dual nationality combining ROC nationality and foreign nationality are eligible for admission pursuant to these Regulations for a period of eight years after the date on which their ROC nationality is revoked by approval of the Ministry of the Interior.
According to the Cultural Exchange Agreement, a foreign national who was selected by a foreign government, organization, school, or educational/cultural group to study in Taiwan, is not subject to the limitation as prescribed in the preceding paragraph.
The eight-year period as prescribed in the first paragraph shall be calculated from the date of when the semester begins as set by KMU.
Article 3
Upon completion of the course of study at the school in the ROC for which a foreign student applied, the student’s admission to higher academic levels shall be handled in a manner identical to admissions for local students, except that an application for master’s degree or higher level of graduate studies can be processed under the rules of this regulation.
Article 4
The number of positions allocated for foreign students at KMU shall be limited to no more than ten percent of the number of positions at that school for local students each year. KMU is responsible for reporting this information to the MOE by November 30 of each year for approval.
Article 5
Foreign students applying for admission to KMU shall submit their applications to the Office of Academic Affairs from March 1 to April 20. The following documents shall be submitted:

VII. A photocopy of the highest education diploma and an official transcript of academic records with an attached translation in English or Chinese. Both photocopies of the diploma and transcripts have to be verified by ROC Representative Office in the country of their original school.
VIII. Health certificate including HIV test report.
IX. Financial statement (proof of sufficient funds for studying in the ROC).
X. Application fee.
** The foreign students admitted to KMU have to register before the deadline. At the time of registration, students shall present proof of medical and personal accident insurance or national health insurance. Any student who isn’t insured shall pay the insurance fee at registration, and KMU will apply for insurance on behalf of the student.
** The last year students must submit their diploma when they report to KMU; otherwise, their admission will be cancelled.
** Highest education diploma prescribed in Article 5 paragraph 2 shall be approved under Procedural Guidelines for Verification And Recognition of Foreign Educational Qualifications promulgated by MOE, except that the certification is issued by Overseas Chinese Schools.
** Foreign students who have completed a bachelor’s degree or higher degree in Taiwan and apply for a master program or PhD shall be exempted from the regulations of the Article 5 paragraph 2. The highest education diploma and transcript of academic records issued from the institutions in Taiwan shall be enclosed.
Article 6
Foreign students who graduate from a school for foreign residents located in the Republic of China, or from a bilingual division (program) affiliated with a senior high school in the Republic of China, may use the graduation certificate received from the aforesaid school in applying pursuant to the provisions of Article 5 for admission to KMU, and shall not be subject to the restrictions set forth in Article 3 or in Article 5 paragraph 1 subparagraph 2.
Article 7
The grades standards and screening/selection process is shown as below:

A. GPA is required to be “B” or higher.
B. Each faculty adopts the grades standards of one to three major subjects for evaluation. If necessary, interviews and written exams will be incorporated to evaluate the qualifications of each applicant.
V. Screening and selection process
A. All application documents sent to and compiled by the Office of Academic Affairs would transfer to be screened by each faculty. Each faculty shall set up a Admission Committee to manage evaluation. The results of evaluation and meeting minutes would be transferred to the Office of Academic Affairs by 31 May each year for re-screening by Admission Committee of KMU.
B. The Admission Committee convened by dean of Academic Affairs would be held at the beginning of June. The Committee members consist of chairmen of faculties and graduate institutes, dean of Student Affairs, and five to seven teachers. After the evaluation results ratified by president of KMU, KMU would give individual applicant notice of admission.
VI. Standard of Application Fee
Standard of Application Fee: The tuition for foreign students is triple of the tuition standard charged by the faculty. The actual tuition fee shall be established on the concise statement of regulations.
Article 8
Any foreign student, who is not able to register on time due to visa problems or accident, should submit the proof to KMU and apply to defer registration. The period of extension shall not last more than one-third of the semester.
When a foreign student arrives at the campus after the 1st semester has started for one-third of the term, that student may not be enrolled that academic year. The last year students, however, may be allowed to enroll the second semester with the approval of the dean of their faculty or graduate institute.
Article 9
KMU shall prepare a roster of admitted and registered foreign students, and submit it to the MOE for acknowledgement by November 30th of each year. The roster shall include the student’s name, nationality, class standing, faculty or graduate institute to which they belong. In addition, the roster should also identify the recipient of the Taiwan Scholarship and or other scholarships sponsored by the MOE.
Article 10
Foreign students, who have been expelled from any ROC university, are not eligible to re-apply for admission. Breaking either of the above rules will result in immediate cancellation of the applicant’s admission or deprivation of the applicant’s recognized status as a student of KMU.
Article 11
Foreign students’ applications should be taken charge of Division of General Affairs, and their counseling and contact would be handled by the section of Overseas Chinese and Foreign Students Advising Section at KMU. The Language Center shall assist foreign students to learn Chinese Mandarin and local culture to improve their knowledge of Taiwan.
Article 12
Conditions Governing Foreign Student Admission should be promulgated by each faculty and graduate institute based on KMU Regulations Governing Foreign Student Admission.
Article 13
Matters not stated herein should be subject to the MOE Regulations Governing Study by Foreign Students in the Republic of China and all relevant rules set by KMU.
Article 14
The above regulations are passed by academic affairs meeting, approved by the KMU council, and reported to the Ministry of Education. The procedure is the same for revision.
Tuition Fee
The tuition for foreign students is triple of the home tuition set by each faculty.
